ST. JOSEPH - Fire up the hot chocolate. Once again, it is that time of year for the cheery faces of Santas making their way through the streets of St. Joseph. Over 380 runners and walkers participated in last year's event, and this year's event could be even larger, with 161 runners already committed to participate on December 16.

There is still plenty of time for runners to sign up online at https://runsignup.com/Race/Events/IL/StJoseph/Santa5kRaces. Race registration closes on December 13 at 11:59 CST.

The event's race swag will include a Santa hat and beard, red long sleeved Santa race shirt, and a commemorative race medal for all participants.

After the race, this family-friendly event features a lot of warm smiles, good music, milk & cookies, and delicious hot chocolate. There will also be plenty of opportunities to have a picture or two with Santa & The Grinch at the annual community holiday event.

The St. Joe Santa 5k Run/Walk is a non-profit organization that organizes fun events to raise money for benefit local charities, while promoting health and fitness.

1st annual Santa HO HO HO 5k Fun Run/Walk a success

On the way home from a marathon/half marathon race in Indianapolis, Max Painter and members of his running group lamented how the event was the last race they would run in 2018.

During the discussion fellow runner Brenda Hixon suggested the possibility of taking another road trip. Maybe to Chicago or running in Indy again at either city's Santa Hustle. The group of avid runner decided they would indeed run one more race before the end of the year.


St. Joe Santa 5k is set for December 21

If you live in St. Joseph, don't be surprised if you wake up four days before Christmas and see hundreds of fit-looking Santas running through the village. No, these Kris Kringle knockoffs won't be looking for lost reindeer or handing out early holiday presents to those who've been extra nice this year. The red shirts will be running in the 2019 St. Joe Santa 5K run/walk on December 21.


Third installment of holiday 5K held in St. Joseph goes virtual

While the Coronavirus pandemic has put the kibosh on a lot of events, it is not stopping Brenda Hixson from raising money for the St. Joseph Food Bank. The St. Joe Santa 5K will run on - online that is.

Proceeds from the race in past years was given to help support the local St. Joseph food bank pantry managed by the St. Joseph Methodist Church in partnership with the Eastern Illinois Foodbank.

A letter from Mayor Tami Fruhling-Voges

To the Residents of the Village of St. Joseph,

I wanted to give a brief update as to what the next two weeks may look like in the village.

We will continue to have the village office closed to the public this week and probably the following week. Staff will be in the office answering phones and handling all daily operations. Sewer payments can be made by phone, mail or dropped off at the village’s night deposit located next to the front door.

The public works department will also continue to operate as usual to keep the village running as smoothly as possible under these circumstances. Please avoid approaching the village workers and practice safe distancing.

If you have concerns, questions or emergency needs please contact the office during office hours. The office staff will notify the public works department or have someone contact you by phone.

The village parks will be closed. Enjoy the open space but avoid the playground and the restrooms will remain closed.

Please visit the village website for more information and changing schedules. We will do our best to keep you informed.

I want to thank our wonderful community for being the St. Joseph that I have always loved. Once again, I’m proud to say that this is my hometown and so very thankful to be able to serve my community as your Mayor.

As we make our way through these frightening and trying times continue to be patient with those around you. Continue to work together to help our community members and businesses. Help our local businesses during the shutdown and thereafter. Curbside services are being offered by the restaurants, grocery store and apothecary.

Please check on your neighbors especially our senior citizens and those with disabilities medical or otherwise.

Contact the village office if any of these citizens need help picking up groceries or prescriptions.

Just a few suggestions as we continue to practice safe distancing and staying home; go online and complete your census, read a good book, play board games with your children, take a walk or bike ride (the bike trail is open for business), contact the food bank or schools to help with their curbside services and most of all smile and wave at those you meet each day.

We will all need that bit of encouragement as we work our way through the next few days or weeks to come.

Hours and guidelines set for Halloween 2020 in St. Joseph

St. Joseph will be hosting a village-wide Halloween contest for trick-or-treaters and residents.

We are asking those participating in giving out candy this year to get creative in how they deliver candy to the trick or treaters. The trick or treaters can submit those homes to the Village office on the Monday after Halloween," Mayor Tami Fruhling-Voges said in a release today. "I thought this would be fun to encourage social distancing while distributing candy. The village has some very creative community members that hopefully will enjoy coming up with something."

Homeowners and trick-or-treaters are encouraged submit a photos with a description of the delivery system. The village will also accept description of how homeowners handed out candy and treats to trick-or-treaters if they are unable to print a photo in time. The description should the address and homeowners name if possible."

Entries can be submitted through the Village office overnight slot by the front door or in-person during regular Village office hours. They may also be sent via emailed to mayor@stjosephillinois.org.

With guidance from the Champaign-Urbana Public Health District, the Village President said the board will make an official proclamation at the next meeting to allow trick-or-treating on Saturday, October 31, from 6pm and 8pm.

Here is the complete list of guidance from the Village to help make this Halloween fun and safe for the community:

COVID-19 TRICK-OR-TREATING GUIDELINES

"Trick-or-treating hours in the Village of St. Joseph will be from 6-8 p.m. on Saturday, October 31. The use of face coverings, hand sanitizer, and social distancing (at least 6 feet) from others will always be required (per IDPH Guidelines), when outdoors while participating or chaperoning.

"Trick-or-treating will be challenging amid the ongoing COVID-19 pandemic this year and may look different from previous Halloweens. However, for those who ARE welcoming trick-or-treaters to their home, leave your porch lights on to indicate you are participating. If you do not have a porch light, place a clearly marked sign welcoming trick-or-treaters or indicating you are not participating. For trick-or-treaters, if you do not see a home with a porch light on or a sign posted, we ask that you respect the wishes of those homeowners by bypassing those residences.

"If you and your family do decide to trick-or-treat this Halloween, here are a few guidelines to follow that will help protect our community and accommodate a safe Halloween experience for both participants and non-participants:

Trick-or-Treaters and Those Giving Candy:

"If you have COVID-19, developed symptoms consistent with COVID-19, are under quarantine, have been exposed to someone with COVID-19, or are in a higher risk category, you should not participate in in-person Halloween festivities.

1. Wear a mask – Incorporate a mask or face covering into your costume. Please remember that rubber or plastic masks do not offer any protection from the virus, so have a protective cloth mask layered into a costume’s decorative mask.

2. Practice good hand hygiene – If you choose to go house to house for trick-or treating or give treats, be prepared to practice good hand hygiene. Bring along hand sanitizer to use before you move from one location to another. A suggestion for those giving treats; give to a single person to limit contact with others. Also wash your hands as frequently as possible.

3. Maintain social distances – While it is fun to go trick-or-treating with friends, due to the COVID-19 risk, keep the group limited to family members who are within your protected “bubble”. Gathering in groups with people from outside your household increases the risks. When you are walking around with your child, you do not want to go into a big group of people or into crowded areas. Please remember that keeping social distance (at least 6 feet) from others is important to limiting the spread of the virus. Those passing out treats consider alternative ways to limit contact with trick-or-treaters. Be creative and inventive! *The Village is sponsoring a contest to see who can create the safest, imaginative, and clever way to deliver your candy. Encourage your trick-or-treaters to nominate your home and delivery system to the Village office on Monday. Nominations can be written on a piece of paper and placed in the overnight mail slot or dropped off on Monday. The winner will receive a gift card from one of our local businesses. 

4. Avoid “Face to Face” exposure – Interactions at any given doorway or front porch should be very brief and as limited as possible, which will help reduce the risk of exposure. Trick-or-treaters and those giving candy should always wear their mask.

5. Avoid eating candy while trick or treating – Encourage trick-or-treaters to be sure hands have been sanitized before opening and eating candy. Those giving out candy can consider this a diet saver. Wash Your Hands Frequently!!

6. Porch light must be on – If a homeowner is participating, they will keep their porch light on. If they do not have a porch light, they will have a clearly marked sign welcoming trick-or-treaters or indicating they are not participating. This is long-standing basic Halloween etiquette. If no light is on, do not go to that home. A yard light, common in many subdivisions, that usually comes on automatically at dusk is not considered a porch light and should not be an indication that it is ok to go to your door.

Those Not Participating Keep Your Porch Light Off!! If Your Porch Light Cannot Be Shut Off, clearly mark Your Porch or Front Door "NO TRICK OR TREATING"!!

Village Administrator job on St. Joseph board agenda

The Village of St. Joseph moves one step closer to hiring a Village Administrator. A proposal from the Finance, Personnel, and Economic Development department will ask the board to approve a job description and new ordinance for the position of Village Administrator at Tuesday's board meeting.

The Village Administrator would be responsible for day-to-day operation of village services, keep track of financial health and capital projects, assist in zoning enforcement as well as ensuring permit fees are collected.

"The way we do things now, we are far from being efficient," said Tami Fruhling-Voges, Village President/Mayor. "The Village should be ran like a business."

She said the Village Administrator is needed to help her and the trustees with research and policy recommendations. The person in the new position would also actively apply for state and federal grants.

"It will truly be a benefit to the community."

According to agenda for Tuesday, Mayor Fruhling-Voges will present a new Village Public Works calendar and announce the recipient of the St. Joseph's first Employee Appreciation Award. She will also unveil a Halloween Proclamation as well as tax levy comparisons and late distributions from the County Treasurer's Office.

The board will also hear and vote to approve an audit report from Feller & Kuester CPAs LLP, receive an updated from the recent Sewer Committee meeting and an update on the Linden Street retention pond.

If you would like to attend the meeting in person, please use the side door which enters directly into the Village Board room. It will be the only door available for entry. Visitors may address the Board /Committee on subjects listed and not listed on the agenda during the Public Comment portion of the meeting. Speakers will must state their name and address for the meeting records. Masks and social distancing will be observed.

St. Joseph mayor encourages everyone to fill out census online

Today, is Census Day and if you haven't completed yours online or mailed it back yet today, it's time to get'r done.

Mayor Tami Fruhling-Voges has bet with a couple of area mayors and is enjoying a significant lead in the wager and she needs everyone's help in padding the village's numbers.

"I looked up the numbers for March 25th and I currently have bragging rights for St. Joseph with ours being a 42.8% response rate," said Fruhling-Voges. "Mahomet is at 37.3% and Savoy is at 30.0%."

The purpose of the census is to figure out how many seats each state receives in the U.S. House of Representatives. The federal government also uses the data to distributed more than $675 billion annually to states for various programs.

If a household does not response or the form is incomplete, someone from the Census Bureau will follow up either by phone or in person to get the missing or needed information.

She is encouraging members of the community who have not yet done their part to do so.

"While we're all stuck at home get those Census responses sent in!" she said.

You can fill out the form online today at https://my2020census.gov/. The online questionnaire takes about 15 minutes to complete. The online portal is the fast and secure way to help the village and state receive the funding it deserves.


St. Joseph to host Halloween parade

A week from tomorrow on October 31, Mayor Tami Fruhling-Voges will grand marshall a Halloween costume parade for kids through the sidewalks and streets St. Joseph.

The walking parade - sorry no motorized modes of transport will be allowed - will march through the downtown area starting at 10:30am. Parents and pets on a leash are welcome to join in the fun the mayor said.

"Parents will be asked to help keep the kids moving along the parade route and to keep the kids safely distanced from the others," she said. "Hopefully we will have a beautiful day for the kids to enjoy a fun fall tradition."

The parade will start and end at the Municipal Building. Participants are asked to show up at 10:15 to line up.

The route will leave the building area and head east on the south side of Lincoln Avenue.

"We will cross Lincoln at Country Chics and continue on the north side of Lincoln. Once we get to Main Street, we will walk past Busey Bank east down the alley by the grain elevator to the Library. Then back to Mai through alley past the Apothecary. We will cross Main at that location. After crossing the street, we will stay on the sidewalk and will continue past the IGA on the west side of Main all the way back to the Municipal building."

Streets will not be blocked off for automobile traffic except when the marchers are crossing the street.

"We will have someone to hold traffic when crossing any streets and will keep the kids from gathering together in groups," Mayor Fruhling-Voges said.

Along the way, businesses that want to participate can set up a table near the sidewalk so that the kids can walk past and safely grab a treat. Parade participants should not enter buildings.

Paraders are asked to wear masks and hand sanitizers will be made available.

Food trucks a no-go in St. Joe, at least for now

Food trucks will not be allowed to operate inside the Village of St. Joseph border. After nearly an hour long discussion, village trustees put off the decision to allow or ban mobile restaurants services.

The discussion was initiated after it was announced via a post on Facebook that the Piato Food Truck had made plans to roll into town on June 15 and serve their signature cuisine.

Trustee Dan Davis contributed a post three days later, citing a committee meeting resolution, informing readers that food trucks were not allowed to set up shop in St. Joseph.

Responding to Davis' post close to an hour later, Office Manager Julie Hendrickson added to the thread, "I called the truck owner Friday and told him that we don't allow Food trucks."

Resident Amber Anderson, a day later, questioned the policy. She soon learned there was not a codified statute or policy on the books regulating food trucks operating in the village.

At the February 4 meeting, Mayor Tami Fruhling-Voges as well as Trustees Davis and Jim Wagner were present. Local businesses were represented by Roche's Frederick Sturts and Roche Cain, Bob Patel from Dairy Queen, Padano Pizzeria's Hassan Fadel, Kelly Reynolds from Scratch along with Tracie Trotter from Wyldewood Cellars and Denise Hatfield from Jack Flash. Also on hand were Jay Whealer from Monical's Pizza, Kathy Lyons for Geschenk Coffee Haus and Todd Woods from the St. Joe IGA.

The group, who felt the competition would be detrimental to their bottom line, unanimously opposed the idea of allowing food truck vendors operate inside the village. With the rising threat of the pandemic starting to gain ground in North America, the village administrators did not take further action on the issue.

"I’ve been in email contact with the mayor and there currently isn’t any food truck policy," Anderson wrote on June 18. "Things were spoken in this thread incorrectly, Piato should have never been told not to come, and are getting an apology from the town."

Last month's June 23 board meeting, the council plunged into the issue starting with statements sent via email from business owners after a presentation by former Champaign City Manager Steve Carter, who is seeking a similar position with the village.

In her statement, Trotter, from Wyldewood Cellars, said she could see the issue from both sides.

"Small business are not thriving," she said. "I don't want to see businesses close."

Trotter wrote that whatever decision that is eventually reached, it does needs to be fair.

In keeping the playing field level, she suggested that food trucks pay a permit fee and taxes to the village. She was neither for or against them providing their services to those in the community looking for alternative meal options.

The majority of the opposition from local business owners centered around the unfair advantage food truck services have over brick and mortar establishments.

Scratch's owner said local businesses have more financial responsibilities to navigate such as rent, utilities, bank notes and payroll.

"It will only result in a smaller piece of the pie," said Reynolds, who use to have a food truck business at one point and pointed out her restaurant, pre-Covid, regularly was frequented by visitors from Champaign, Danville, Monticello and Mahomet.

Later during the meeting she asked, rhetorically, "I am a little confused. Why do they (food trucks) want to come to a bedroom community of 4,000?"

Hatfield, who was also present for the open forum, voiced her opposition to the board. She had concerns about the competition food trucks potentially posed for Jack Flash.

Trustee Davis called local businesses stakeholders in the community. He pointed out that St. Joseph business owners contribute to the local economy in several different ways like advertising in athletic programs and at games.

He called for a decision to ban food truck operations for the time being. Davis suggested the issue be revisited in the future, perhaps after the local economy rebounds from the effects of state's shelter-in-place subsequent Restore Illinois plan.

Roche added that not many people see what he and other local business owners do for the community like "donating $500 right off the bat" to the St. Joseph-Ogden high school athletic program and providing generous donations to other programs in the school district.

"We feed the teams," he said. "There's never enough money."

After explaining the how tough it was for him to open his establishment eight years ago along with the financial and sweat equity he has invested into Roche's, he said flatly, "I'm not a fan."

"We made the commitment to our local businesses," said trustee Art Rapp. Earlier in the meeting, he admitted that he would hate to detour new business in the village but echoed Davis' sentiment. "Maybe at sometime it might be good to entertain (allowing) food trucks. I think a prohibition is in order."

Anderson asked the board to consider policy that will fair and will cover all food trucks that would like to or currently offer service in the village. She added that a policy governing food trucks should not be made out of fear.

She closed her time before the board asking the village to set a time frame to revisit the issue.

Before moving on to move on to other business, Fruhling-Voges said the decision for or against allowing food trucks won't come for a while.

"There is a lot to think about in creating a village policy," she said.

However, the next morning Painter, a veteran who started running while serving in the Army, woke up with a better idea.

"Why don't we just do that here?"

Painter presented the idea to the group and it was a hit.

Combining efforts Hixon and Painter created the 1st Annual St. Joe Santa HO HO HO 5k Fun Run.

As they planned the event, they expected, at best, a modest turn out of maybe 50 to 100 Santa-ly cladded runners making their way through the streets of St. Joseph. To their surprise and delight, registrations started rolling in and the field of runners and walkers quickly rose over 200.

"It exploded into this," Painter said while scanning the finish line as runners and walkers crossed the finish line to receive their medals from Mayor Tami Fruhling-Voges and other finish line volunteers. "We love it."

And by this, Painter meant the 325 participants and nearly that number of spectators, family members and well-wishers along the 5k course on Saturday.

The near freezing temperatures did not keep runners away.

"It wasn't too cold out there once you got running," said Dwayne Schlabach, who started running to stay in shape.

For Peyton Wendell the race one more opportunity to put on his holiday best, a royal blue two-pieces Christmas suit.

"My aunt bought it for me last year. I wore to school a few times and I thought this would a great time to wear it one last time," he said. "It (the run) was really fun. There were a whole bunch of people out there cheering for you."

Rhonda Littlefield, who crossed the finish line capturing her finish with her smartphone, enjoyed the race.

"I wanted to support the community and do something fun," she said echoing the sentiments of other runners as the sun peeked from behind the clouds through the crisp December air. "I didn't fall down and hurt an ankle so it's a great day. It was a lot of fun!"

Coming off a recent injury that limited his running, Gregory Poe was happy to be able to run and spend quality time with his two sons, Nick and Eric.

"I haven't been able to run for a while," he said. "I really enjoyed it and had a great time."

Hidden behind sunglasses and her Santa beard, Sara Meyer said she also enjoyed the atmosphere and holiday cheer along the course.

"I'm use to competing in more competitive races," she said before heading over to have her picture taken with someone dressed in Grinch costume. "It was something fun to do today and a great day for it."

Former St. Joseph-Ogden high school running star Chelsea Blaase was the first competitor and female runner to cross the finish line. Brandon Mattsey was the first male runner in and Kendrick Johnson was the first runner in the youth division to finish the inaugural race.


From the Mayor; Share those welcoming smiles

Dear Village of St. Joseph Residents,

Over the last three months our community along with the rest of the world has experienced something that none of us could have ever imagined. Each of us will remember this time in different ways.

For some it’s been a time to reflect on where our life priorities should be and may have been able to enjoy the time to slow down their pace of living, but for others it’s been a troubling time either for health, financial, business survival, or concerns of living in a free society. As we navigate our way through the next few days, weeks, and months ahead please be patient with each other.

You will begin to see many things begin to open to the public. To allow some of our businesses to take advantage of the Governor’s announcement to move into Phase 3, the village has worked out a plan to give them some space temporarily in our downtown.

Unfortunately, our downtown has limited parking, but accommodations have been made to try and make the best of the situation. Please take extra precautions as you drive through the downtown on Lincoln Street. This portion of Lincoln Street will remain one way while we allow outdoor seating for those businesses. Our community has done a great job so far to give the village’s businesses their support.

I encourage you to continue to shop local, support the curbside services, take advantage of some outdoor dining and be sure to thank those business owners for doing an extraordinary job serving our community during this time. St. Joseph is fortunate to have every one of them. The Village is continuing to monitor the guidelines set forth by the State of Illinois to open the parks slowly and safely.

Beginning next week, we can allow practices at the ball fields, the tennis courts will be open and within the week we will open the restrooms. The pavilions and picnic tables are available for use, but large gatherings and the playgrounds are still prohibited. The Municipal Building will open to the public during regular business hours but renting the meeting room will still be limited.

We encourage our community to continue to follow the guidelines set forth by the State and Local Public Health Departments. I also wanted to thank our village residents for taking the time to complete your Census response. The Village of St. Joseph has a comfortable lead in our response rate. Currently we hold the lead at 81%, the best in the County. Great job, St. Joe!
