Child abuse cases rise in Indiana, leaving both mental and physical scars


Indiana is a mandated reporting state. More than 7,500 children were removed from their homes last year because of abuse and neglect.

INDIANAPOLIS, IN - More than 7,500 Indiana children were removed from their homes last year because of abuse and neglect. According to The Indiana Youth Institute's 2024 Kids Count Data Book, that number represents a 26% increase from 2022.

Indiana's Child Abuse and Neglect Law includes persistent hunger and ongoing fatigue as symptoms of behavioral abuse.

Jeff Wittman, Prevent Child Abuse Indiana director, said child abuse resulting in bruises, broken bones and some lacerations may be easier to see than less obvious -- and potentially more serious -- forms of abuse.

"But the things that go unnoticed or harder to see are changes in behavior. So it's incumbent upon adults and those in roles of caregiving and authority and things like that, to be aware of children, to know them well enough where you can see changes in behaviors," he said.

Indiana's code lists additional signs of sexual abuse of minors as the child having sexual knowledge well beyond their age, imitating sexual behavior and a preoccupation with their bodies every adult at least 18 years of age has a legal obligation to report child abuse and neglect cases.

Wittman said the agency will occasionally receive calls from concerned citizens who have witnessed an incident or a child's actions and sense that something isn't quite right. He said people are familiar with the phrase 'when you see something, say something,' and are more proactive about picking up a phone and calling the agency. He said, as a society, "This is really where we need to be" to help an abused or neglected child."

"If we see situations that bring to mind or cause us to be concerned, where children might not be getting their basic needs met, or they seem to always be hungry and never have, enough food or maybe they are, crying all the time, or they're running away from their parents," he added.

Wittman explained that Indiana is a mandated reporting state, which means every adult at least 18 years of age has a legal obligation to report child abuse and neglect cases.

Back-to-school illnesses, kids need their immunizations

A return to school comes with a return to activities.

But no matter if it’s fall sports, extracurricular activities, or just hanging out with friends, there comes the increase spread of viruses, according to Doug Kasper, MD, an infectious disease specialist with OSF HealthCare.

“Not only are children, but the family unit as a whole is starting to do much more. They’re going to be exposed to each other much more than they have been over the next few months,” Dr. Kasper says.

The three main viruses remain the same as the past few years: Influenza (flu), COVID-19 and respiratory syncytial virus (RSV). But others will arise as well, including adenovirus, rhinovirus/enterovirus (common cold) and more.

When viruses tend to peak
“Influenza in Central Illinois starts to appear around November, and peaks in January,” Dr. Kasper says. “RSV, particularly in young children, starts to show up in September or October. COVID-19 has been a bit more seasonal each year, but we start to predict peaks in October. What you’ll notice is that all of those will start to overlap.”

How vaccinations play a role
As millions of kids are returning to school, Dr. Kasper says it’s time to start scheduling checkups with their pediatrician and discussing back-to-school vaccinations.

“Vaccination now has more of an effect of protecting the individual so they can remain in their activities, school or job as long as possible,” Dr. Kasper says. “We know in most situations there is more than one person in the household and more than one child at home. It's also helping decrease spread within the family unit when these things are brought home."

The flu vaccine, Dr. Kasper says, is recommended for anyone 6 months or older. Whereas the RSV vaccine is only available to certain people.

"RSV is most severe in our younger populations, ages 2 or younger, or in those 60 and older. While vaccination is only offered in select age groups, including pregnant women, there is still benefit to the family unit for the family to make sure those who can be vaccinated against RSV do get those at the appropriate time,” Dr. Kasper says.

The COVID-19 pandemic may have come and gone, but the recommendation for yearly vaccination is starting to resemble the same strategy as the flu vaccine.

"COVID-19 guidance will be a little different,” Dr. Kasper adds. “We're expecting an updated vaccine that will come out in the fall, probably October. We'll have unique recommendations for different age groups or those with medical conditions. But I'd expect the recommendation of one additional COVID-19 vaccine or booster for the fall into winter season.”

Respiratory virus symptoms
The Centers for Disease Control and Prevention (CDC) lists a dozen symptoms you may potentially experience if you become sick with one of the abovementioned viruses.

  • Fever
  • Chills
  • Fatigue (tiredness)
  • Cough
  • Runny or stuffy nose
  • Decrease in appetite
  • Sore throat
  • Vomiting
  • New loss of taste or smell
  • Headache, muscle or body aches
  • Diarrhea
  • Weakness
If you have trouble breathing or chest pain, seek emergency medical care immediately.

The CDC’s current recommendation is to stay home and away from others until at least 24 hours after you are fever-free, and your symptoms are improving. Remember to wash your hands and improve airflow by opening windows and bringing in fresh outside air, purifying indoor air or spending time outdoors. Make sure to routinely change your central heating, ventilation and air conditioning system filters every few months.

Napping, how much sleep should infants and small children get

DANVILLE - Decades ago, a day at school for a kindergartener would usually involve an afternoon nap. Today, some schools have phased that out, leaving parents to wonder what’s right.

Luis Garcia, MD, an OSF HealthCare pediatrician, says daytime sleep plays an important role in a child’s development. He says parents should look at it in terms of daytime sleep and nighttime sleep added up to total sleep. He stresses that each child has unique needs, and you should get to know your child’s sleep habits. But there are guidelines. For young kids, Dr. Garcia says nighttime sleep stays mostly consistent at 10 hours. Daytime sleep varies by age.

“Usually, the need for naptime decreases when kids reach 4 to 6 years old,” Dr. Garcia says. “At that point, they only need to sleep the 10 hours at night.”

When and how long

Dr. Garcia says naps for kids should be 30 minutes to two hours. So, you can do some math. For example: your 2-year-old needs four hours of daytime sleep with naps no greater than two hours. So, aim for some two-hour slumbering mid to late morning and early afternoon.

“It’s not recommended to nap after 3 or 4 p.m. to avoid causing disruptions at bedtime,” Dr. Garcia warns. “We want to allow at least four hours between last nap and bedtime to avoid the kids being too tired at bedtime.”

Bad nighttime sleep leads to irritability and poor concentration the next day, he adds.

No more naps

Dr. Garcia suggests parents look for signs that their child is ready to stop napping.

“Is the kid refusing or having a hard time taking a nap? If they do take a nap, do they have a problem falling asleep at night?” Dr. Garcia asks.

You should also talk to your child’s school or day care. If they have daily nap time, let that continue until the child ages out of the facility. If the facility is flexible, inform them of your child’s sleep habits and come up with a plan.

When the time comes to stop naps, Dr. Garcia recommends a clean break. There will likely be some fussiness, but it will subside. Moving bedtime up by 20 to 30 minutes can help.

Sleep tips Some general good sleep tips:

  • Make your home’s lighting natural: bright during the day, darker as night approaches and dark at night.
  • Make the bed the place to sleep. Do other activities like looking at screens in another room, and don’t look at screens right before bedtime.
  • Get into a routine by going to sleep and waking up at around the same time each day. And make the sleep and wake times normal. Waking up mid-morning each day, while a routine, isn’t the best idea.
  • Avoid large meals and caffeine before bed.
  • If you are a light sleeper, use an artificial noise machine.

    Parents who read to their babies and young children lay the neurological pathways in the brain for building effective language use as well as reading and writing proficiency.

    Eligibility is open to all children under the age of 5 who live in Champaign County, Illinois. Books are sent monthly until the child turns five years old and as long as they live within the covered geographic area.

    Some titles include Baby! Talk!, Pudgy Pat A Cake, Who Says Quack?, and Look at the Animals for kids born this year to In Our Garden, Wild Horses, You Can Be ABC, Wonder Walker, and I’m Not Scared, You’re Scared for children in the the age four to five group.

    The Champaign County program is funded by donors via the Community Impact Fund and The State of Illinois. Parton's initiative has gifted over 224,249,899 books since its start in 1995 in Parton's hometown of Sevier County, Tennessee.

    Studies have shown that kids whose parents or guardians read to them regularly during their early years perform better academically as they progress through the educational system. It is never too early or too late to read to children.

    4 tips for a healthier Halloween

    Brandpoint - Candy, sweets and seasonal treats - it's officially dessert season, and you may be starting to think about how you'll stay on track with your nutrition goals this year. While there's nothing wrong with a little indulgence, it can be overwhelming when the kids bring home their overflowing bags of candy.

    "We're coming up on several months of holidays and it's so fun to celebrate with our favorite candy and treats," says Kristin Kirkpatrick, M.S., registered dietitian and Quest endorser. "But there can be too much of a good thing, so it's important to take some proactive steps to stay on track while also enjoying yourself."

    Kirkpatrick is dishing out her tips on how to make this year's trick-or-treat season festive while sticking with healthy behaviors when it comes to candy and sweets.

    1. Watch out for "snack-sized" portions.

    A "fun-sized" or "snack-sized" piece of candy may seem harmless, but a common misconception is that this smaller candy is healthy for you, according to Kirkpatrick. However, even a snack-sized candy bar is high in sugar. And because they're small, you may be tempted to eat several pieces, sometimes even more than a standard-sized serving. Instead, be mindful. Keep track of how many snack-sized treats you eat to ensure you're not overindulging.

    2. Opt for smart swaps.

    Choosing a candy option that has more protein and isn't packed with sugar and net carbs, such as the Quest Chocolatey Coated Peanut Candies, can allow you to stick to your nutrition goals while still enjoying a sweet treat.     Tips for parents for kids with Autism heading back to school this month

    It's also important to pay attention to the physical needs of an autistic child to avoid overwhelming them.
    CHICAGO - For a child on the autism spectrum, returning to school after the summer break may be viewed with anxiety and hesitancy. However, parents can pave the way for a better experience.

    A child may feel uncomfortable with the unfamiliar faces of a new teacher and classmates. According to the Illinois Department of Public Health, about one in 50 children in Illinois is diagnosed with autism.

    Erin Skaggs, marketing director for Easterseals DuPage & Fox Valley, said she believes some action in advance of the first day of school can make a difference.

    "I always recommend to start with your school - contact the counselor or social worker about setting up a one-on-one school tour," she said. "It really can help alleviate some of those questions kids have, and parents, about where their child will be going on that first day. And then certainly, of course, going to any other 'welcome' events the school may have."

    Skaggs suggested that the child also have a one-on-one meeting with the teacher - and with parents present - before the school year starts, to address any necessary accommodations. She added that letting children choose their own school supplies and clothing gives them a sense of control and can have a positive impact.

    In DuPage County, the ratio of children with autism is one in 65. In Lake and McHenry counties, it is one in 70, according to state data.

    It's also important to pay attention to the physical needs of an autistic child to avoid overwhelming them. Skaggs said a backpack to be carried to and from school should be the correct size for the child. It should have adjustable straps and be no wider or longer than the child's torso for equal weight distribution.

    "Always make sure if you're loading items into your child's backpack to place heavier items closest to the back of the backpack, closest to the body," she said.

    The Illinois Center for Autism's Special Day School Program offers year-round educational programming to students from ages 3 to 21 who've been diagnosed with autism, cognitive or emotional disabilities or developmental delays. The ICA program is approved by the Illinois State Board of Education.


    Viewpoint | Fining kids by the Illinois criminal justice system needs to end


    These costs have nothing to do with creating accountability or achieving victim restitution.

    From my perspective, after 31 years in law enforcement and now as an adjunct professor teaching Juvenile Justice Administration at Wright College in Chicago, failure is when people involved in the justice system are left without the means to create a better future for themselves and their families. Across communities, those means can take many shapes. But here in Illinois, I see one glaring failure: the actual cost of justice, particularly for youth in the juvenile system. The juvenile fines and fees that burden young people and their families don’t enhance public safety—they fail as a measure for youth accountability and serve only to make youth more likely to reoffend.

    As a committed member of Illinois’ law enforcement community interested in public safety and justice, I support the passage of SB1463 and its companion bill in the house, HB3120, and I hope other Illinoians will join me. Imposing harsh punishments on juveniles is an unfair and outdated practice that was never based on evidence and must be left behind.

    In Illinois, “fine and fees” refer to administrative fees and financial penalties imposed by courts. The Juvenile Court Act of 1987 and other Illinois statutes set up a series of costs specifically for children and their families. But these costs have nothing to do with creating accountability or achieving victim restitution. The reality is a system that creates bigger barriers to youth rehabilitation.

    These kids are likely still in school; they are unlikely to have jobs, and if they do, they have limited working hours and income. The system does not take into account their individual circumstances, and is, instead, designed for them to fail.

    The new legislation is designed to streamline and simplify the juvenile justice process while reducing the cost for those involved by eliminating fines and fees in cases against minors. Right now, fines and fees can range from less than $50 to almost $1000 and add up quickly. These costs are higher in some counties than others. This legislation would address that problem and make justice equal across the state without undermining a judge’s ability to set victim restitution and order other non-financial conditions that focus on accountability and rehabilitation.

    A 2016 study showed that financial penalties imposed on youth increased their risk of reoffending rather than acting as a deterrent. Unpaid debts have lifelong consequences that can impact job prospects, educational opportunities, and much more. Imposing debt on minors sets them up for continued failure and makes it increasingly difficult to change their circumstances without returning to criminal activity.

    Passing this legislation won’t be a ‘get out of jail free’ card for youth and it won’t allow them to escape accountability for their actions. Instead, it will create space for new systems that are proven to increase public safety and improve outcomes for justice-involved youth. There are better options for rehabilitation and better ways for Illinois to spend money on the criminal justice system. In 2021, a study from the National Bureau of Economic Research showed that restorative justice programs for juvenile offenders reduced the probability of rearrest by 44%, while another study found that community-based interventions were not only more effective, but less costly to states. Better justice practices are possible, we owe it to young people to give them a better chance at success.

    Not only are the policies bad for recidivism rates, but they are bad fiscal policy as well. The longer someone has criminal justice debt, the less likely it is to be collected. Comparing Illinois counties to counties in other states where juvenile court debt collection is relatively high, the courts there only collect about 4% of debt that is more than six months old; after three years, the debt is completely uncollectible. Illinois counties can’t rely on debt they may never collect to pay for the cost of the justice system. Even if they do collect, the actual revenue still won’t be enough to cover the resources used to administer the system: most small counties in Illinois take in less than $5,000 in juvenile justice costs every year. Juvenile fines and fees generate almost no revenue and the cost of collecting is often higher.

    If passed, SB1463 will be applied automatically and retroactively, meaning that existing debts will be canceled and no new ones will be imposed on juveniles and their families. This will not be a loss of revenue for Illinois counties, instead it will be a way for those counties to better use its resources that would have been spent on debt collection.

    Illinois must join the over 20 other states that have eliminated or reformed juvenile fines and fees. The system of fines and fees is causing youth offenders to fail and we as Illinoians are failing them by not working for change. This legislation, SB1463/HB3120, is a critical step for public safety and for creating better systems of justice for Illinois’ juvenile offenders.

    Excessive social media use shown to lead to risky behavior in children

    Alton - The pros and cons of social media are well documented. It allows you to connect with friends and pursue passions, but bullying and misinformation can be rampant.

    But can frequent social media use lead to changes in brain development during the formative adolescent years? A recent study suggests so, but much more investigation is needed, says Karna Sherwood, MD, a neurologist at OSF HealthCare in Alton, Illinois.

    The study tracked 169 sixth and seventh graders and found those who habitually checked social media were more sensitive to rewards and punishments. To view it a different way, kids who constantly refresh Facebook hoping the likes on their post will go up may be more impulsive to seek out real-life recognition.

    "At a certain point, 10 likes or 20 likes are no longer gratifying enough," Dr. Sherwood says. "And then you have to find another way to get even more likes or more appreciation."

    That "another way" could lead to risky behaviors such as substance abuse. But Dr. Sherwood says more study is needed to conclusively make the link. Just how much does our life in the digital realm affect our life away from the device?

    "A follow up study would certainly investigate if [frequent social media use] has an effect on rates of anxiety and depression," says Dr. Sherwood. "Could this affect addiction? And what interventions could be taken to nullify those behaviors?

    "As a society, if we want to raise happy and healthy people in an age where we are getting better technologically, what steps do we need to take?"

    Until then, Dr. Sherwood has some good advice no matter your age or number of Twitter followers.

    "Until you get the rest of the information, it’s better to have some degree of regulation," and restraint with social media, Dr. Sherwood says.

    U of I tennis looking for ball runners

    URBANA -- Atkins Tennis Center is looking for ball runners for the University of Illinois home tennis matches. In addition to working the men's and women's matches, the U of I tennis facility will also host the collegiate NCAA tournament.

    Ball runners are needed for the following dates and times:

  • Friday - April 1st at 3pm, Michigan
  • Saturday - April 3rd at Noon, Michigan State
  • Saturday - April 16th, Northwestern
  • Friday - April 22nd at 3pm, Indiana
  • Sunday - April 24th at Noon, Purdue
  • NCAA Tournament May 19-28
  • No experience is necessary, t-shirts will be provided to wear and take home. Ball running is an opportunity to be a part of high-level tennis and on the same court with future professional tennis stars. Kids through between in grades 2 through 8th can sign up here to volunteer.

    College scholarships available for future Illinois teachers

    Do you like working with young children or have an interest in pursuing a degree in the education field?

    The Early Childhood Access Consortium for Equity (ECACE) is offering college scholarships to students and daycare professionals that plan to teach or become administrators in the early childhood care and education field in Illinois once they have earned their degree. The scholarship is available for students studying at any one of 63 colleges and universities in the state.

    If you currently work or have worked in the early childhood education field and want additional credentials like a 2- or 4-year degree, you may be eligible for the scholarship. The award is designed to help cover college costs for an academic year - including a summer session - after financial aid from other sources has been received by the applicant.

    "The program was created to address the shortage of qualified early childhood educators by encouraging the pursuit of credentials and advancement of already-held degrees in early childhood education, with an aim toward building a strong, well-prepared workforce," according to scholarship announcement on the isac.org.

    Prepare for a healthy pregnancy

    Family Features -- If you are thinking about becoming pregnant, now is a perfect time to make a plan. There are steps you can take to increase your chances of having a healthy, full-term pregnancy and baby - and part of that includes learning about birth defects. Understanding birth defects across the lifespan can help those affected have the information they need to seek proper care.

    Each year, birth defects affect about 1 in 33 babies born in the United States, according to the U.S. Centers for Disease Control and Prevention (CDC). Mainly developing in the first three months of pregnancy as a baby's organs form, birth defects present as structural changes and can affect one or more parts of the body (heart, brain, foot, etc.). They can cause problems for a baby's overall health, how the body develops and functions, and are a leading cause of infant death.

    Common birth defects include congenital heart defects, cleft lip, cleft palate and spina bifida. An individual's genetics, behaviors and social and environmental factors can impact one's risk for birth defects. Even though all birth defects cannot be prevented, there are things you can do before and during pregnancy to increase your chance of having a healthy baby.

    "It's critical that women who are planning to conceive or are pregnant adopt healthy behaviors to reduce the chances of having a baby with birth defects, which are a leading cause of infant death," said Dr. Zsakeba Henderson, March of Dimes senior vice president and interim chief medical and health officer. "We also encourage these women to get the COVID-19 vaccine since high fevers caused by an infection during the first trimester can increase the risk of birth defects."

    To help prepare for a healthy pregnancy and baby, consider these tips from the experts at March of Dimes, the leading nonprofit fighting for the health of all moms and babies, and the CDC:

    1. Have a pre-pregnancy checkup. Before you become pregnant, visit your health care provider to talk about managing your health conditions and creating a treatment plan. Talk about all the prescription and over-the-counter medicines, vitamins and supplements you're currently taking. You should see your provider before each pregnancy.

    2. Get vaccinated. Speak with your health care provider about any vaccinations you may need before each pregnancy, including the COVID-19 vaccine and booster, and flu shot. Make sure your family members are also up to date on their vaccinations to help prevent the spread of diseases.

    Pregnant women are at a higher risk of severe illness or death from COVID-19 compared to those who have not been impacted by the infectious disease. Research shows babies of pregnant people with COVID-19 may be at an increased risk of preterm birth and other complications. High fevers caused by any infection during the first trimester of pregnancy can also increase the risk of certain birth defects. The COVID-19 vaccination is recommended for all people ages 5 and older, including those who are pregnant, lactating, trying to become pregnant or might get pregnant.

    3. Take folic acid. Folic acid is a B vitamin that prevents serious birth defects of the brain and spine. Before becoming pregnant, take a multivitamin containing 400 micrograms of folic acid every day to help ensure your baby's proper development and growth. While pregnant, increase to 600 micrograms daily.

    Add to your diet foods containing folate, the natural form of folic acid, such as lentils, green leafy vegetables, black beans and orange juice. In addition, you can consume foods made from fortified grain products, which have folic acid added, such as bread, pasta and cereal, and foods made from fortified corn masa flour, such as cornbread, corn tortillas, tacos and tamales.

    4. Try to reach a healthy weight. Talk to your health care provider about how to reach a healthy weight before becoming pregnant, as excess weight can affect your fertility and increase the risk of birth defects and other complications. Maintain a healthy lifestyle that includes eating healthy foods and regular physical activity.

    5. Don't smoke, drink alcohol or use harmful substances. Cigarettes and e-cigarettes contain harmful substances that can damage the placenta or reach the baby's bloodstream. Smoking cigarettes can cause certain birth defects, like cleft lip and palate.

    It is also not safe to drink alcohol at any time during pregnancy. This includes the first few weeks of pregnancy when you might not even know you are pregnant. Drinking alcohol can cause serious health problems for your baby, including birth defects. Additionally, do not take opioids, which are drugs that are often used to treat pain. Opioid use during pregnancy can lead to neonatal abstinence syndrome, preterm birth and may cause birth defects. Consult your physician before stopping or changing any prescribed medications.

    Understanding Common Birth Defects

    Cleft lip and cleft palate are birth defects in a baby's lip and mouth that can be repaired by surgery. Additional surgery, special dental care and speech therapy may be needed as the child gets older.

    Clubfoot is a birth defect of the foot where a baby's foot turns inward, so the bottom of the foot faces sideways or up. Clubfoot doesn't improve without treatment, such as pointing, stretching, casting the foot or using braces. With early treatment, most children with clubfoot can walk, run and play without pain.

    Congenital heart defects (CHDs) are heart conditions babies are born with. They can affect how the heart looks, how it works or both. CHDs are the most common types of birth defects. Babies with critical CHDs, which can cause serious health problems or death, need surgery or other treatment within the first year of life.

    Hearing loss is a common birth defect that can happen when any part of the ear isn't working in the usual way and may affect a baby's ability to develop speech, language and social skills. Some babies with hearing loss may need hearing aids, medicine, surgery or speech therapy.

    Youth baseball program registration starts Monday

    Online registration for the 2019 St. Joseph Youth Baseball program opens on Monday, January 7. Kids, boys and girls, ages 4-14 are eligible to play in one of 11 age groups.

    Athletes must sign-up before February 1 and $5 early bird discount is applied to everyone who registers via the online registration system. After the online system closes that Friday, parents have one last opportunity to register. On February 2, from 9 am until noon, there will be a in-person registration session held in the Middle School cafeteria on that Saturday morning.

    There will be a evaluation session on Saturday, March 2, in the auxiliary gym at St. Joseph-Ogden High School to determine the skill level of each athlete. After that session, coaches will select their team and notify parents and players with practice and game schedules.

    Board president Jim Cotter expects team practices to start around the middle of March.

    All players will need a glove, cleats and bag to carry their gear. The board has several bats, helmets and other equipment that players can use. Players who have their own equipment are encouraged to use it.

    The season starts mid-April for players 9-14 and in early May for youth 8 years-old and under. The season runs until the end of June. The number of games for each level varies.

    Girls, who don't want to play softball can play in the league.

    "Girls tend to play softball at age eight and above," Cotter said. "There is no restriction if they want to play past the age of seven. We welcome them!"
